York County Releases 2026 Salary Board After RTK Staffing Request

The County provided its annual Salary Board showing authorized positions by department and title, while directing current vacancy information to its jobs page. The spreadsheet's final line lists 2,423 positions and $135.75 million in 2026 annual salary.

York County 2026 Annual Salary Board released through RTK request

York County has released its 2026 Annual Salary Board in response to an RTK Media Right-to-Know request seeking a current picture of authorized, filled and vacant county positions.

RTK Media filed request R000400-082726 on August 27, 2026. The request sought the County's most current record showing authorized, filled and vacant employee positions by department and position title, preferably in its native electronic format.

The County invoked a 30-day extension on September 3 and issued its response on September 30. Rather than providing one position-control report showing all three statuses together, the County provided its annual Salary Board as the record of authorized positions and directed RTK Media to the County Human Resources jobs page for a current listing of vacant positions.

The released spreadsheet lists $135.75 million in 2026 annual salary

The spreadsheet includes department, pay grade, 2025 and 2026 hourly rates, 2025 and 2026 annual salary figures, percentage increases, a Munis position number and the full job title.

The final total line in the workbook lists 2,423 positions and $135,747,457.56 in the 2026 Annual column. The same line lists $131,388,432.20 for 2025, a difference of approximately $4.36 million, or about 3.3%.

Prison is the largest listed department by position count

Among the department subtotal sections visible in the released workbook, the Prison is the largest, with 479 positions and approximately $33.63 million in 2026 annual salary. Children, Youth & Families is listed at 196 positions, MH/ID at 162, the Sheriff's Office at 128, 911 at 113 and the District Attorney at 108.

The spreadsheet is particularly useful because it provides the underlying position titles and Munis position numbers without employee names, allowing readers to review how authorized staffing and salary levels are structured across departments.

The response does not provide one filled-versus-vacant position-control record

That is an important limitation of the release.

RTK Media asked for a current record showing authorized, filled and vacant positions. York County's response says the Salary Board supplies the authorized positions, while a current list of vacancies can be found through the County's Human Resources website.

As a result, the documents released do not provide a single spreadsheet field showing whether each authorized Salary Board position is currently filled or vacant. Matching authorized positions to current openings would require comparing the Salary Board against the County's separate jobs listing.

A grand-total reconciliation deserves follow-up

RTK Media's preliminary review also found a point that is not immediately explained by the spreadsheet.

The visible department subtotal lines add to 1,814 positions and approximately $108.46 million in 2026 annual salary, while the workbook's final grand total lists 2,423 positions and $135.75 million. That leaves a difference of 609 positions and approximately $27.28 million that is not reconciled by the visible department subtotal sections.

That does not establish that the grand total is incorrect. There may be categories, omitted detail or workbook structure that explains the difference. The released file does not make that reconciliation apparent, so RTK Media intends to seek clarification rather than speculate about the cause.
