York County has released a native spreadsheet of procurement-card records covering the first six accounting periods of 2026 in response to an RTK Media Right-to-Know request.
RTK Media filed request R000401-082726 on August 27, seeking an electronic record of all County P-card transactions from January 1 through June 30, including the transaction date, vendor, amount, department, cardholder, purpose and accounting classification to the extent those fields were maintained.
York County invoked a 30-day extension on September 3 and notified RTK Media on October 6 that responsive documents had been identified.
The spreadsheet totals a net $2.39 million
The released workbook contains 3,463 accounting rows with a net amount of $2,392,791.82. Positive entries total $2,405,358.95, while 75 negative entries or credits total $12,567.13.
RTK Media is describing these as accounting rows, not necessarily 3,463 unique purchases. The file does not contain a unique transaction ID, and a single purchase may be allocated across more than one accounting code or organization.
The largest vendors in the export
The five vendors with the largest net totals account for approximately $892,770, or about 37% of the entire released amount.
| Vendor | Net amount |
|---|---|
| National Medical Services Inc. | $219,369.85 |
| Rutters Dairy, Inc. | $205,305.33 |
| Americhem International Inc. | $190,777.82 |
| Amazon.com LLC | $148,906.69 |
| West Publishing Corporation | $128,410.30 |
The largest accounting categories in the file are also broad operational categories rather than one type of spending.
| Accounting description | Net amount |
|---|---|
| Contracted Services | $299,997.97 |
| Grocery & Provisions | $205,409.45 |
| Medical & Dental Services | $179,986.88 |
| Janitorial Supplies | $177,639.01 |
| Office Supplies | $173,213.98 |
The Cardholder field is blank on more than half the rows
The County's spreadsheet includes a column labeled Cardholder, but that field is blank on 1,946 of 3,463 rows, or about 56.2% of the accounting entries.
Those blank-cardholder rows total approximately $1,815,873.10, or about 75.9% of the file's net amount. The remaining 1,517 rows contain a cardholder name.
The spreadsheet does not explain whether a blank Cardholder field means no individual cardholder was associated with the entry, the information was not maintained for that transaction, or the exported report simply did not populate the field. RTK Media will seek clarification rather than assume the reason.
Other requested fields also arrive in accounting-code form
The release contains fields labeled ORG, OBJECT, DESCRIPTION, EFF DATE, POST DATE, PROJECT STRING, COMMENTS and Cardholder.
It does not include a column explicitly labeled County department. Instead, it provides an ORG code. Likewise, the file contains effective and posting dates rather than a field expressly labeled transaction date.
Those differences do not necessarily mean the County withheld a maintained field. The request asked for the specified fields only to the extent they were maintained. But they do affect how much a reader can determine directly from the export without additional lookup tables or supporting records.
The data points to follow-up records worth requesting
One of the largest individual rows is a $27,766.50 Amazon entry categorized as IT Office Equipment with the comment "iPhone 16." The spreadsheet does not show the quantity purchased, receipt, invoice or purchase justification, so the description alone is not enough to determine the full circumstances of that expenditure.
That is precisely where a transaction-level data release becomes useful. It allows unusually large entries, recurring vendors and spending patterns to be identified before requesting the receipts or supporting documentation that can answer the next question.
